The Kenya National Examinations Council (KNEC) is a state corporation established through an Act  of  Parliament  (Cap  225A,  Laws  of  Kenya)  which  was  repealed  by  the  Kenya  National Examinations Council Act No. 29 of 2012, to conduct school and post-school examinations within Kenya as it may consider desirable in the public interest and to award certificates or diplomas to successful candidates in such examinations. The Council invites competent, self-motivated, and qualified professionals for the following vacant positions:

1.0     DIRECTOR, TEST DEVELOPMENT, KNEC GRADE 2 (1 POST) (Re-advertisement)

  1. a) Job Specifications

The duties and responsibilities of the officer will entail:

(i)      Implementing the Council resolutions and instructions on Test Development;

(ii)      Supervising  the  Deputy  Directors  in  the  Directorate  to  ensure  quality  delivery  of services;

(iii)     Providing strategic leadership in the Directorate;

(iv)     Formulating and implementing initiatives to instil KNEC values in the Directorate;

(v)     Establishing  an  efficient  and  effective  system  to  undertake  Test  Development activities;

(vi)     Representing the CEO in curriculum development and related activities;

(vii)    Preparing and implementing approved Directorate work plan, procurement plan, and budget;

(viii)   Developing and implementing effective risk management strategies;

(ix)     Cascading the strategic plan and performance contracting in the Directorate;

(x)     Ensuring security and confidentiality of all examination/assessment materials;

(xi)     Keeping abreast with trends in psychometrics;

(xii)    Supervising and mentoring examination officers;

(xiii)   Advising  the  CEO  on  staffing  and  strategies  for  adopting  best  practices  in  Test Development;

(xiv)   Appraising  the  performance  of  Deputy  Directors  and  Assistant  Directors  in  the Directorate;

(xv)    Implementing Quality Management System for continual improvement;

(xvi)   Developing and implementing mechanisms for engagement of stakeholders on Test Development matters.

(xvii)  Build the capacity of examination officers on examinations and assessments.

b)Person Specifications

For appointment to this position, an officer must have:

(i)    At  least  fifteen  (15)  years  cumulative  relevant  work  experience,  five  (5)  of  which should have served at senior management level;

(ii)    Bachelor’s Degree in Education from a recognized institution OR Bachelors Degree  in  a relevant  discipline  plus  a  Post  Graduate  Diploma  in  Education  from  a recognized institution;

(iii)   Master’s Degree in a relevant discipline from a recognized institution;

(iv)   Strategic Leadership Course lasting not less than four (4) weeks from a recognized institution;

(v)    Exposure to international examination body will be an added advantage;

(vi)   Demonstrated competence and merit in work performance; (vii)  Proficiency in computer applications;

The duties and responsibilities of the officer will entail:

(i)        Coordinating   the   development   and   implementation   of   strategies,   policies   and procedures in  the Department;

(ii)       Providing leadership to foster a culture that promotes teamwork, innovativeness and efficiency in service delivery;

(ii)      Masters  Degree  in  Human  Resource  Management,  Business  Administration  with  a Human Resource Management or equivalent qualification from a recognized Institution OR  Masters  Degree  or  its  equivalent  qualifications  in  any  of  the  following  fields: Business  Management,  Public  Administration,  Finance,  Commerce,  Human  Resource Management, from a recognized Institution;

The duties and responsibilities of the officer will entail:

(i)    Providing  leadership  and  coordinating  the  development  and  implementation  of  ICT strategies, policies, and procedures in the Department;

(ii)    Providing leadership in the formulation and implementation of ICT strategies; (iii)   Ensuring adherence to ICT policies, procedures, and standards;

(iv)   Undertaking   a   periodic   review   of   ICT   systems   projects   and   recommending improvements;

4.0     DEPUTY  DIRECTOR,  RESEARCH  INNOVATION  &  EDUCATIONAL  ASSESSMENT RESOURCE CENTER), KNEC GRADE 3 (1 POST)

The duties and responsibilities of the officer will entail:

(i)       Conducting research in educational assessment and monitor learner’s achievement;

(ii)       Coordinating the conduct and participation in the educational conferences;

(iii)      Coordinating collaborations and partnerships with other examinations/assessment bodies or organizations and individuals interested in collaboration with KNEC;

(iv)     Collaborating with other organizations/agencies/stakeholders on educational research initiatives;

(v)      Coordinating training in educational assessment;

(ii)      Developing assessment regulations and guidelines;

(i)      Compiling the annual Corporate procurement and asset disposal plans;

(ii)      Implementing  the  annual  procurement  and  disposal  plans  and  preparing  quarterly implementation status reports;

(iii)     Coordinating procurement and disposal activities;

(iv)     Preparing contract documents for goods, works and services;

(v)     Liaising with the user department to ensure effective implementation of contracts for goods, works and services;

8.0     PRINCIPAL INFORMATION & COMMUNICATION TECHNOLOGY OFFICER, KNEC GRADE 5 (2 POSTS)

  1. a) Job Specifications

The duties and responsibilities of the officer will entail:

(i)      Coordinating systems analysis, design and requirement definition;

(ii)      Overseeing implementation and maintenance of Information Systems. (iii)     Coordinating timely implementation and maintenance of systems;

(iv)     Designing, implementing and maintaining Local Area Network (LAN) and Wide Area

Network (WAN);

(v)      Coordinating backups and ensuring the security of information resources; (vi)     Overseeing system and database administration.

(iii)   Providing secretariat  services to committees  incidental to the procurement of goods and services, and disposal of assets;

(iv)   Ensuring procured goods, services, and works are as per specifications;

(vi)   Initiating payment processing for goods, works, and services rendered and following up to ensure payment;
