Education: Latest directive to teachers by TSC concerning school attendance

The Teachers Service Commission, TSC, has reiterated the need for teachers to be in school at all times; when required to. In a latest memo to all TSC Regional and County Directors, the Commission directs that school heads and teachers should be on duty at all times as earlier guided. “Reference is made (to) circular No. 1/17 dated 1st February 2017 on effective implementation of Curriculum in learning institutions. The Circular underscored the need for all teachers and Heads of institutions to be available in school at all times,” reads the memo dated 31st May, 2019.

In a bid to tame absenteeism, the Commission in 2017 circular directed County Directors to ensure that where a teacher has to be away from school permission must be sought in writing from the school head. “Where a teacher has to be away from school for whatever reason, including official assignment, written permission should be granted by the head of institution and the absence and reasons for the same recorded in the school logbook,” said Dr. Nancy Macharia, the TSC Boss.

The Circular goes on to give further guidelines in order to ensure effective Curriculum implementation in Learning institutions. According to the Commission, School heads should seek for permission from the TSC Sub- County Directors. The Commission notes that other activities not directly related to teaching should be carried out during weekends ad school holidays. This latest directive comes even as schools continue to grapple with increased learners enrollment against the already overstretched teaching force. The Commission is yet to advertise the about 90,000 intern teachers posts to tame the run away teacher shortage in most public schools. Most hit are Post Primary institutions which have a shortage of close to 61,671 teachers. TSC estimates that there is a shortage of 99,081 teachers presently for both Post primary and primary learning institutions. The shortage is expected to hit highs of 119,419 by 2023 as projected by TSC.
