TSC Explainer: The Appointment Process for the Next TSC CEO
The position of CEO for the Teachers Service Commission (TSC) is one of the most influential roles in Kenya’s public sector, responsible for overseeing over 350,000 teachers nationwide.
With Dr. Nancy Macharia retiring, efforts are now being made to find her successor.
As per the TSC Act of 2012, the appointment process for the TSC CEO includes public advertising, shortlisting candidates, conducting interviews, and making a final selection, all of which must adhere to a transparent and merit-based approach.
“The appointment of the Secretary to the Commission under Article 250 (12) of the Constitution shall be through a competitive recruitment process.”
While the law does not specify exact timelines for each phase, it does require that the chosen candidate be a Kenyan citizen, possess a degree in education from an accredited university, and have a minimum of 10 years of experience in education, administration and management, public administration, human resources, or financial management.
Additionally, the candidate must meet the integrity standards set forth in Chapter Six of the Constitution.
This role, comparable to that of a Principal Secretary (PS), is held for a renewable term of five years.
Removal from the position can only occur under strict circumstances such as incompetence, misconduct, or constitutional violations, and only after following due process.
Dr. Macharia, who has completed two five-year terms, will be stepping down from the Commission, leading to what is anticipated to be a competitive succession process.
Although there is no legal deadline for starting the recruitment, the approaching July 1 deadline has created a sense of urgency for the Commission.
“A senior official at the Commission, speaking anonymously, noted that the process could take around two to three months, involving advertisement, shortlisting, interviews, and final selection.”
To maintain continuity during this transition, the TSC has appointed Eveleen Mutei as Acting CEO while the recruitment process is underway.
Sources suggest that the position is likely to attract strong candidates, including both current and former school principals, as well as senior officials from the Ministry of Education and other government bodies.
Individuals who were previously shortlisted for PS roles but were not selected may also be in the running for this prestigious position.
