Presidential Returning Officer (Chairman of the Commission)	Returns Presidential elections
County Returning Officer and Deputy County Returning Officer	Return County Governor, Senate and CWMNA elections
Constituency Returning Officer and Deputy Returning Officers	Return MNA and MCA elections
Presiding Officers and Deputy Presiding Officer	Conduct elections at the polling station
Polling/counting/queuing clerk	assist the PO and DPO in the conduct of elections at the polling stations
Police officers on election duty	provide security to election officials, materials and voters

Configures ICT equipment used for election

Receive, package, distribute and retrieve and ensure safe custody election material

Accountants

Facilitate payment for election activities and maintain financial reports

Pursuant to Section 6(j) of the Election Offences Act, Failure to discharge official duty, is an election offence

Penalty: fine not exceeding two million shillings or imprisonment for a term not exceeding five years or to both
