Invitation for applications for the position of the Teachers Service Commission, TSC, Members

Teachers Service Commission Act (No. 20 of 2012), the Selection Panel invites applications from suitably qualified persons to be considered for nomination for appointment as members of the Teachers Service Commission (TSC).

1) Requirements for Appointment

A person shall be qualified for appointment as a member, if such a person:-
a) Is a citizen of Kenya;
b) Holds a degree from a University recognized in Kenya;
c) Has knowledge and experience of at least ten (10) years in matters relating to any of the following fields;
i. Education;
ii. Governance;
iii. Management; or
iv. Law; and
d) Meets the requirements of Chapter Six of the Constitution of Kenya, 2010

2) Duties and Responsibilities

The Member shall ensure that the Commission functions effectively and meets its Constitutional mandate as set out in Article 237 of the Constitution of Kenya, 2010 and in the Teachers Service Commission Act (No.20 of 2012).
Specifically, the duties and responsibilities will be to:-
a) formulate policies to achieve the Commission’s mandate;
b) provide strategic direction, leadership and oversight to the Secretariat;
c) ensure that teachers comply with the teaching standards prescribed by the Teachers Service Commission Act (No.20 of 2012);
d) manage the payroll of teachers in its employment;
e) facilitate career progression and professional development for teachers in the teaching service including the appointment of head teachers and principals;
f) monitor the conduct and performance of teachers in the teaching service; and
g) do all such other things as may be necessary for the effective discharge of its functions and the exercise of the Commission’s powers.

3) Disqualification from membership

A person shall not be qualified for appointment as a member, if the person:-
a) is a serving member of Parliament or County Assembly;
b) is a serving member of a governing body of a Political Party;
c) is a member of a Local Authority; or
d) has been found in accordance with any law to have misused or abused a State Office or Public Office or in any way to have contravened Chapter Six of the Constitution of Kenya, 2010

4) Duration of Appointment

A Member appointed shall serve for a non-renewable term of six (6) years.

5) Terms of Service

i Full-time;
ii Shall not hold any other office or employment for profit whether public or private; and
iii Remuneration and benefits will be as set by the Salaries and Remuneration Commission.

6) How to Apply

a) Each application should be accompanied by a detailed three (3) page Curriculum Vitae (Times New Roman, font 12), copies of relevant academic and professional certificates, National Identity Card or Passport, together with relevant testimonials and supporting documents. Scanned copies of these documents must accompany an online application.
b) All applications should be clearly marked “Application for the position of Member of the Teachers Service Commission” and submitted in any of the following ways:

d) Interested applicants are required to submit valid clearance certificates from the following bodies:
i. Ethics and Anti-Corruption Commission;
ii. Higher Education Loans Board;
iii. Kenya Revenue Authority;
iv. Credit Reference Bureau; and
v. Directorate of Criminal Investigations (Police Clearance Certificate).

7) Canvassing for this position will lead to automatic disqualification.
