“Local applicants should be prioritized. Only after exhausting all local candidates should non-local applicants be considered,” stated TSC CEO Nancy Macharia in the recruitment guidelines.

As a result, non-local teachers are effectively sidelined, even if they achieve high scores on the evaluation criteria. Some educators have voiced their concerns, labeling the policy as discriminatory, arguing that it could exacerbate tribalism and undermine fairness in the hiring process.

The TSC’s selection hierarchy will prioritize teachers from the local sub-county, followed by those from the local county and region, before looking at candidates from other counties.

4. PTE Certificate
5. KCSE certificates (including any resits)
6. KCPE certificate (including any resits)
7. KNEC certification letter (if applicable)
8. Primary and Secondary school leaving certificates and relevant testimonials
9. National Council of Persons with Disabilities (NCPWD) Card (if applicable)
10. An affidavit to clarify any discrepancies in names

**For Post-Primary School Teachers (JSS and Secondary):**
a) National identification card
b) Teacher registration certificate
c) Diploma/Degree certificate and official transcripts
d) KCSE certificates (including any resits)
