Major Staffing changes expected at Senior and Junior Schools in Kenya

PROPOSED EDUCATION POLICY DEVELOPMENTS

On 29th December 2025, the Cabinet Secretary for Education, alongside Kenya Institute of Curriculum Development, KICD, and the Teachers Service Commission, TSC, is expected to hold talks on the acute shortage of Senior School teachers, currently estimated at 58,000.

The meeting will be held in accordance with Section 4(d) of the KICD Act, 2013 and Section 11(e) of the TSC Act, 2012.

Proposals under discussion include:

1. Curriculum Adjustment

KICD is set to revise the Grade 7 and 8 curriculum to better align it with primary-level learning, ensuring suitability for learners at that stage as provided for under Section 4(d) of the KICD Act, 2013.

2. Reclassification of Grades 7 & 8

Grades 7 and 8 will be redesignated as Junior School rather than Junior Secondary School. Instruction will be handled by primary school teachers under the existing Career Progression Guidelines (CPG), in line with Section 11(e) of the TSC Act, 2012.

3. Grade 9 Transition

Grade 9 will be moved to Senior School, where it will join Grades 10, 11, and 12 to form a consolidated Secondary School structure.

4. Teacher Deployment

TSC will reassign all current JSS teachers, including interns, to secondary schools to help address the staffing gap, as guided by Section 11(e) of the TSC Act, 2012.

5. Resource Provision

The Ministry of Education will ensure adequate resources are provided to support the implementation of these proposed changes.
