Milemba seeks answers on delay of Teachers’ Minet Medical Scheme funds release

Emuhaya Member of Parliament and Kuppet National Chair Hon. Omboko Milemba has called on the National Treasury to explain why there are delays on remittances for medical capitation funds since September 2024, despite regular deductions from teachers’ salaries.

“Prior to 2015, teachers received a medical allowance enabling them to access healthcare services through private insurance or out-of-pocket payments. In 2015, the government introduced a medical scheme that is administered by a consortium of insurance companies led by Minet Kenya Insurance Brokers and remitted to the National Treasury,” stated Hon. Milemba.

According to Hon. Milemba, the National Treasury has ceased remitting medical capitation funds since September 2024. This has resulted in hospitals refusing treatment or demanding out-of-pocket payments from teachers, despite consistent deductions from their salaries for both the scheme and the Social Health Insurance Fund (SHIF).

“Over 300,000 teachers nationwide and their dependents are being denied medical services and experiencing poor treatment by medical providers,” he stated

“The failure to remit these funds violates Article 43(1) of the Constitution, which guarantees the right to healthcare. Teachers are being denied essential services, which undermines their dignity and productivity,” Hon. Milemba added.

Milemba demanded that the Committee on Finance and National Planning engage the National Treasury and provide the status of disbursement of Ksh.11 billion owed to hospitals by the National Treasury, the total amount of funds remitted towards the medical scheme in the FY 2024/2025 and the outstanding balance.

“What are the measures the Ministry has put in place to ensure prompt and regular disbursement of funds to hospitals under the Teachers’ Medical Scheme to prevent similar delays in future,” asked the Emuhaya legislator.

The Committee on Finance and National Planning is expected to provide a comprehensive response in the coming weeks.
