Teachers Service Commission Unveils Stringent Measures Regarding Public Fund Misuse

An April 22, 2025 circular indicated that concerning the surcharge policy, the Commission aims to cultivate a culture of financial discipline and transparency among its staff members.

This policy aligns with the Commission’s commitment to eliminate corruption and economically motivated crimes at the national level.

It is further substantiated by the provisions of the Public Finance Management (PFM) Act and various articles of the Constitution pertaining to the prudent use of public resources.

The circular conveys that TSC expects all its employees, particularly heads of institutions, to take full responsibility for the public funds entrusted to them.

It proceeded to clarify that all individuals accountable for any resultant loss of money to the state shall be surcharged and subject to disciplinary actions, particularly those whose offenses are reflected in internal or external audit reports.

The TSC aims to ensure accountability and transparency by collaborating with other institutions, including the Ethics and Anti-Corruption Commission and the Directorate of Criminal Investigations.

The aforementioned initiatives are anticipated to guarantee that every financial scandal is adjudicated fairly in a court of law.

The Commission indicated that the new policy builds upon previous interventions, including the 2020 “Management of Salary Over-payments,” which sought to curb financial irregularities while enhancing oversight.

TSC Chief Executive Officer Nancy Macharia mandated strict compliance with the new regulations and encouraged the staff to familiarize themselves with the procedures and integrate them into their daily operations, adding that any compromise of accountability must be regarded as an infraction, both in legal terms and as part of the professional conduct expected of every public servant.

To reinforce the mechanisms for combating these laws and regulations, sensitization and training forums will be conducted across TSC institutions in an effort to gradually instill a culture of fiscal responsibility.

It is anticipated that these engagements will contribute significantly to ongoing reforms in the public service and elevate the status of the teaching profession.
