Teachers Set for New Allowances Under Proposed Law

Kenyan educators may soon gain from a variety of new allowances if the Teachers Service Commission (TSC) Amendment Bill, 2024, is approved by Parliament. The legislation, presented by Mandera South MP Abdul Haro, seeks to enhance the financial wellbeing of teachers by proposing nine distinct allowances designed for different roles and difficulties within the profession.

The suggested allowances consist of a housing allowance for all educators, with those under interdiction maintaining eligibility until their matters are settled. Commuter allowances are also suggested, though teachers who are under interdiction or suspension would not qualify.

Moreover, a hardship allowance is designated for teachers deployed in identified hardship regions, such as areas of Baringo, Garissa, and Turkana counties.

Educators taking on administrative responsibilities beyond their grades or operating in arid and semi-arid regions would qualify for a special duty allowance. Heads of institutions, deputy heads, and senior instructors in job group ‘K’ and below would have access to a responsibility allowance, which becomes pensionable if granted immediately before retirement.

Additionally, educators with special education qualifications assigned to special schools or units would obtain a special school allowance.

Other proposed allowances feature a reader’s facilitation or aid allowance for teachers with disabilities, verified by the National Council of Persons with Disabilities.

An annual leave allowance and a transfer allowance for educators relocated by the TSC are also included in the proposal. These initiatives seek to acknowledge the varied roles and challenges faced by teachers, ensuring equitable compensation universally.
