The Teachers Service Commission, TSC, has issued guidelines for teachers’ wealth declaration. According to the latest circular from TSC, all teachers should file their declaration of income, assets and liabilities by 31st Decembe.
DECLARATION OF INCOME, ASSETS AND LIABILITIES (DIALS)
Section 26 & 27 of the Public Officer Ethics Act (POEA) requires all public officers to declare their Income, Assets and Liabilities (IAL) after every two years.
To thisend, all TSC employees are expected to make their Declaration by 31st December. Teachers who have been employed for less than two years will be expected to make their initial declarations.
In order to enhance efficiency, the Commission introduced an online declaration platform for this purpose. Each teacher is expected to fill an online Declaration following steps outlined in the DIALS Instruction Manual.
The system has been customized to facilitate the initial declaration by newly employed teachers.
Accordingly, the Declaration Form will be filled and submitted by accessing the
Teachers Online Portal through https://teachersonline.tsc.go.ke/#.
The portal can be accessed using a desktop computer, laptop, tablet or smart phone.
A do-it-yourself instruction manual has been provided and is available on the TSC website https://teachersonline.tsc.go.ke/# under the Download Manual link to
guide you in making the declaration.
You are also required to monitor the declaration progress in your respective
schools and report on non-compliance as reflected in Part B of the Instruction
Manual by 31st December.
Further, you are required to ensure that all your staff members are on boarded in the TMIS platform so as to access the online portal.
You are further directed to note that: –
(a) All teachers employed by the Commission are required to declare their Income, Assets, and liabilities including teachers on any kind of leave,
Interdiction, Suspension or authorized absence from duty.
(b) Intern teachers are not expected to declare their Income, Assets, and
Liabilities.
c) Under the Public Officer Ethics Act any Public Officer who fails to
submit a declaration or gives false or misleading information will be liable to
a fine of Ksh. 1,000,000 or imprisonment for a term not exceeding one year
or both upon conviction. Further, such teachers may be subjected to
administrative or disciplinary action as per the TSC Administrative
Procedures on DIALS.
d) The Declaration can only be accessed by individuals who have activated their
official email @mwalimu.tsc.go.ke email address. This will be vital for user-
credibility, setting, accessing, and resetting individual passwords for the
Declaration as applicable.
e) A copy of the submitted declaration will be sent automatically to the
teacher’s email for reference and record.
f) Please ensure the information filled is accurate and that teachers press the
SUBMIT button before logging out and that you receive a copy of the duly
filled DIALS on your email as confirmation of your submission. The Commission
will not accept any hard copy of the DIALS forms.

Teachers are encouraged to make their Declarations early to avoid last minute rushand that may lead to system congestion or downtime. The system has been activated with effect from 1st November and will automatically close on 31st December at midnight. Any submission made after this date will not go through.
