The Teachers Service Commission, TSC, is seeking more than Sh400 billion to bolster implementation of critical programmes. Among the activities lined up in the 2025/2026 Financial Year is the conversion of 46,000 intern teachers to permanent and pensionable terms and provision of medical cover for both teachers and Secretariat staff.
The Commission had proposed an allocation of Sh382 billion to, among others, facilitate promotion of teachers, conversion of teacher interns and provision of medical insurance.
“Key programme targets include: provision of additional teachers through new recruitments, decentralisation of functions to the counties, and capacity building of teachers on CBC,” the document read.
Earlier, Sh7 billion that was allocated for conversion of 20,000 interns for six months in January next year was revised to Sh16 billion.
Thus, the increase will ensure all the 46,000 interns are confirmed and provided with medical cover.
According to the 2025 Budget Policy Statement presented to the National Assembly’s Committee on Education on February 20, Sh1 billion has been earmarked for teacher promotion and Sh1.3 for retooling of teachers on Competency-Based Curriculum and Competency-Based Assessment (CBA).
The Commission is also seeking an unspecified amount to facilitate implementation of the forthcoming 2025-2029 collective bargaining agreement (CBA) for teachers. The current 2021-2025 CBA will expire in June this year.
The policy statement indicated that Sh45 million will be directed towards funding teacher discipline, Sh270 million for automation and over Sh500 million for operating field offices.The Commission is planning to digitise 60,000 records. In the 2024/2025 financial year, 15,911 employee records were digitised against the target of 46,000.
“Recruitment and promotion of Secretariat staff to effectively manage teacher management functions at the counties requiring Sh300 million,” the document stated.
Further, Sh2.2 billion will also be channelled towards facilitation of the teacher professional development (TPD) programme.
The Commission indicated that development of a TPD framework will guide the growth of teachers as well as strengthen the mentorship and coaching programme in the teaching service. Another line item includes construction of county offices at a cost of Sh120 million.
