TSC Stands Firm on Promotion List, Set to Distribute Letters

The Teachers Service Commission (TSC) has firmly decided against retracting the promotion list it unveiled last month, which followed interviews conducted in January and February of this year.

High-ranking officials within the TSC have confirmed that the promotion outcomes will remain unchanged, even as both the Parliament and Senate ramp up their investigations into the recent promotions.

These officials have indicated that teachers featured on the list can expect to receive their appointment letters as early as this week.

Concerns over the transparency and fairness of the promotion process were raised by Members of Parliament (MPs), with some legislators accusing the TSC of favoritism after it was revealed that certain teachers who were promoted last year reappeared on this year’s list.

In response to growing allegations of unfair practices, the Senate initiated a thorough inquiry last week. During a debate led by Senator Betty Montet, chair of the Senate Education Committee, accusations of corruption were directed at the commission, alongside demands for a detailed account of how 25,252 teachers were selected for promotion nationwide.

Kisii Senator Richard Onyonka questioned the adherence to principles of merit, fairness, and inclusivity by the TSC. He urged the Education Committee to investigate why long-serving teachers with higher qualifications were overlooked in favor of younger, less experienced educators.

Onyonka also sought clarity on the promotion distribution model, particularly why densely populated counties with a larger teacher workforce received disproportionately fewer promotions.

The Senate’s call for answers reflects a growing dissatisfaction among MPs, who previously expressed concerns that the promotion process seemed biased towards certain regions. Senators are echoing these frustrations and advocating for a comprehensive review.

Nominated Senator Esther Okenyuri did not shy away from making serious allegations, claiming that some TSC officials solicited bribes from teachers seeking advancement. She highlighted the disparity in promotions, pointing out that teachers with over 17 years of service were passed over while those with just one year were elevated. “How can that be justified?” she questioned.

Okenyuri further characterized the TSC leadership as “corrupt to the core,” calling for a complete overhaul to restore integrity within the commission.

Senators demanded that the TSC clarify whether an appeals process exists for dissatisfied teachers and provide information on the number of complaints received and resolved. They stressed that transparent handling of these grievances is essential for rebuilding trust among educators.

The committee plans to summon TSC officials to explain the promotion process and the steps being taken to address the ongoing issue of career stagnation.

The widespread discontent among lawmakers signals a significant crisis of confidence in the TSC’s management.

When TSC CEO Dr. Nancy Macharia appeared before the National Assembly’s Constitutional Implementation Oversight Committee (CIOC), chaired by Hon. Eric Karemba (Runyenjes), she explained that the commission struggles to promote a sufficient number of teachers due to limited funding.

Presenting a report on the TSC’s progress in fulfilling its constitutional obligations, Macharia warned of a looming educational crisis stemming from inadequate budget allocations for teacher promotions and deployments across the nation.

She noted that while the government allocates Ksh. 1 billion annually for promotions, this amount falls short of meeting the needs of the growing pool of eligible teachers. “With Ksh. 1 billion, we can only promote 6,000 teachers out of a teaching force exceeding 500,000. This continues to demoralize deserving educators and hampers service delivery in our schools,” Dr. Macharia stated.

She emphasized that the TSC requires Ksh. 5 billion each year to effectively address promotion stagnation.

In the 2024 cycle, the TSC promoted 19,943 teachers after receiving Ksh. 1 billion in the 2023-2024 financial budget. This year, the commission identified 25,252 teachers for promotion following interviews held earlier this year, with appointment letters set to be distributed before they are assigned to schools with vacancies.

MPs continued to press the issue of equitable promotions and the unclear criteria used, noting that some constituencies received as few as five promotions. “We had only five teachers promoted out of 25,000. If divided equally across the 290 constituencies, we should have received at least 80,” argued Tiaty MP William Kamket.

Despite the scrutiny, the Commission maintains that it is working within its limitations and remains dedicated to enhancing teacher welfare across the nation.

The TSC attributes the promotion bottleneck and staffing imbalances to insufficient funding and has called on Parliament to revise policies to facilitate more sustainable planning.
