MP now wants Senior School enrollment capped at 1,200 Students

A Member of Parliament, MP, is proposing that Senior School enrollment be capped at 1,200 Students. This is in a bid to decongest Senior Schools and address the constant schools’ unrest.

The notice of motion filed in parliament by Kitutu Masaba Constituency, Hon Clive Gisairo, seeks to limit Grade 10 admissions to 400 learners per school.

“To streamline capitation, admissions, and infrastructure management in Senior Schools, this afternoon, I issued a Notice of Motion in the National Assembly, which now awaits date for debate by Members. The proposal seeks to cap admissions at a maximum of 400 Grade 10 students per school, with total enrollment in any Senior School not exceeding 1,200 learners.” Says Gisairo, after filing the Motion on Wednesday 24th June, 2026.

Once it is actualised, this measure will promote a more equitable distribution of students across schools nationwide, ensuring a fairer allocation of resources under the capitation model, where funding follows the learner.

According to the first time MP, if adopted, this proposal will also help address the growing misuse of the current regulated admission system, which has seen some schools increasingly operate as business ventures rather than institutions primarily focused on learning and academic excellence.

The notice of motion filed by Hon. Gisairo underscores the importance of transparency in the Senior School admissions process. It emphasizes the need for adherence to established guidelines and equitable practices to ensure that all prospective students are afforded a fair opportunity. The motion calls for a comprehensive review of current admission policies to enhance accessibility and inclusivity within the educational framework. Such measures are crucial for fostering a diverse and well-rounded student body.

Densely Populated Schools

Some schools (particularly in the C1 category) have up to over 3,000 learners; something that has been blamed for the poor service delivery and care for the Students. These schools include: Kabianga High School in Kericho County, Siaya’s Maranda High School, Maseno School in Kisumu County and St. Joseph’s Boys High School, Kitale (Trans Nzoia County).

Other densely populated schools are: Kebirigo Boys, Nyambaria High school and Sironga Girls; all in Nyamira County.

The list also features: Pangani Girls High School, Alliance High School, Mang’u High School, Lenana School and Kenya High School, among others.

Scrambling for admissions in these schools has led to desertion of others, more so in the C4 category, with some having enrollments of less than 100 students.

The vocal MP who is aligned to the Linda Mwananchi movement is also a Member of Parliament’s Education Committee.
