This model will commence with the 2022 KCSE cohort joining universities and TVET colleges in academic year 2023/2024.
The new funding model is student-centered. It is based on the level of student’s need and programme cost. It combines loan, scholarships and household contributions. Students are expected to individually apply for the loans and scholarships for consideration for funding.
Students placed by Kenya Universities and Colleges Central Placement Service (KUCCPS) in public universities and TVET colleges under the Ministry of Education (MoE) are eligible for both government scholarships and loans. Those seeking to pursue their studies in private universities and as parallel/module two/self-sponsored students in public universities are eligible for loans only.

Funding to students shall combine scholarships, loans and household contributions on a graduated scale, scientifically determined by a Means Testing Instrument (MTI). This tool will determine every student’s level of need. Students will be categorized into four levels of need: vulnerable, extremely needy, needy and less needy.
All students shall be supported adequately to meet the cost of the programme they choose to pursue. The vulnerable and extremely needy students shall be fully funded through government scholarships, loans and bursaries.
Scholarship and loan applications shall be received, processed and disbursements made as per the opening dates as advised by individual universities and TVET colleges from time to time.
Yes, students who are eligible shall apply for government scholarships, loans and bursaries, as well as complementary funding from other sources such as county governments, Constituency Development Fund (CDF) and other organizations.
Students will be eligible to apply for financial assistance, including government scholarships, loans, and bursaries, upon receiving an admission letter from the respective university/ TVET after placement by KUCCPS; Students placed in private universities will receive a loan from HELB to support their studies, while those placed in public universities will receive both a scholarship and a HELB loan.
Students will be allowed to appeal to the Universities Fund/HELB online and will be required to provide compelling evidence to support the request.
All universities submitted their respective fee structures to the Kenya Universities and Colleges Central Placement Services (KUCCPS) and were uploaded in the portal. Fees will not change during the period of study.
The student level of need will be assessed at the initial funding application stage & where necessary thereafter. Also, in the event that the status changes immediately after the application, there will be a grace period for the applicant to appeal or reapply for the funds, with regard to the changes in financial status supported with documentary evidence.
The government will involve relevant stakeholders across the country to mobilize and sensitize eligible students to apply for funding.

The amount for upkeep allocated for each applicant will depend on the level of need as determined by the Means Testing Instrument (MTI).
YES. Students affected shall submit their applications supported with documentary evidence. This shall be reviewed according to set guidelines and subjected to Means Testing Instrument (MTI) to determine the level of need.
Students who wish to seek clarifications on the new funding model can contact Higher Education Loans Board (HELB), University Fund (UF) and Directorate of Technical Education (DTE).

The application will be open after the completion of the placement process and this shall be communicated.
Deferments shall be done through universities, while transfers shall be done through the KUCCPS. Students shall be allowed to do this before applying for their next funding. Students will be required to inform the funding agencies.
Students are eligible to apply centrally for Government Scholarships, Loans and Bursaries; as well as resources provided through Counties, National Government Constituencies Development Funds, Foundations, Corporates, and other funders.
