When will KUCCPS launch the application portal for 2025? Concerns rise as university placements face delays.
There are ongoing questions about whether the government will open university applications this week for over 246,000 candidates who took the 2024 KCSE, amid a legal dispute regarding the higher education funding model.
Education Cabinet Secretary Julius Ogamba assured candidates that the portal would be accessible this week, but government sources suggest it is uncertain whether the Kenya Universities and Colleges Central Placement Service (KUCCPS) will actually open it.
Last week, KUCCPS announced that they had gathered the necessary data and were prepared to launch the portal. An appeal filed by the Ministry of Education regarding the university funding model is set to be heard today, adding to the growing uncertainty surrounding the application process and complicating admissions.
This situation follows a lengthy three-month delay after the KCSE results were released and coincides with a court hearing challenging the controversial new funding model.
The court deemed the model unconstitutional and illegal, throwing the government’s university funding plans into chaos.
This latest hearing comes after the court dealt a significant blow to the Ministry’s efforts to overturn the ruling that declared the new funding model illegal and unconstitutional.
The case has left the government in a difficult position, raising concerns about how students will be selected and placed in universities this year.
Despite the case’s outcome, Ogamba stated last week that the government intends to open the application portal for university placements by the end of March.
Ogamba assured that all qualified candidates would be included in the current placement process.
He also mentioned that the court case regarding the new funding model did not provide clear guidance on how new students would be managed.
“We agreed that the portal would be open for university applications by the end of this month. We are currently working on the next steps and addressing related issues,” Ogamba said during a session with the National Assembly Education Committee.
Even as the government plans to open the course selection portal, the process remains linked to the disputed funding model, causing anxiety among students, parents, and educational institutions.
The uncertainty surrounding funding is a significant concern for students preparing to enter university in September.
On Tuesday, the University and Academic Staff Union (UASU) warned that the lack of student funding impacts the entire university ecosystem and its operations.
UASU organizing secretary Onesmus Mutio stated that insufficient government funding could lead to difficulties in paying staff salaries, settling bills, and meeting other obligations.
“The universities are already facing a serious crisis, and continued inadequate funding will harm their operations, potentially resulting in more situations like those at Moi University or the Technical University of Kenya,” Mutio stated.
The new funding model, which has been overturned by the court, aimed to provide financial assistance based on the financial needs of students, in contrast to the previous system that offered uniform state funding for all university students.
Additionally, universities were granted the freedom to determine their own tuition fees, resulting in significant differences in costs.
The 2024 KCSE cohort will be the third group affected by the now-invalidated funding model that allocated financial support according to students’ financial needs.
