TSC Moves to Tighten Teachers’ Entry Standards in Sweeping Regulation 20 Review

The Teachers Service Commission (TSC) has initiated a significant review of professional entry standards for teachers, announcing proposed amendments to Regulation 20 of the Code of Regulations for Teachers—a legal provision that governs qualifications for teacher registration in Kenya.

In a public notice issued on April 28, 2026, the Commission formally invited stakeholders, including teachers, unions, and the general public, to submit memoranda on the proposed changes by May 13, 2026. The move is anchored in Section 47(2) of the TSC Act, which empowers the Commission to revise regulations guiding the teaching profession.

Targeting Teacher Qualification Framework

Regulation 20 is central to determining who qualifies to join the teaching profession. It outlines the academic and professional thresholds required for registration—effectively acting as the gatekeeper to Kenya’s education workforce.

The proposed amendments aim to review and tighten these entry requirements, ensuring that only candidates with recognized academic credentials and professional training are admitted into the profession.

According to the Commission, the review seeks to align teacher qualifications with emerging educational standards, national policy objectives, and evolving competency demands in the sector.

Push for Professionalization and Quality Control

The reforms signal a broader policy direction toward professionalizing teaching in Kenya. By raising the bar for entry, TSC intends to improve the overall quality of educators and safeguard learning standards in schools.

Beyond entry qualifications, the proposed changes are also expected to:

✓Strengthen enforcement of professional standards

✓Expand TSC’s mandate in certification, training oversight, and competency regulation

✓Enhance disciplinary mechanisms, including suspension or deregistration for misconduct

This aligns with the Commission’s constitutional role to regulate teaching standards and advise the government on the quality and competence of educators required in the system.

Public Participation and Sector Implications

The decision to open the process to public participation underscores the legal requirement under the Statutory Instruments Act for stakeholder engagement in regulatory changes.

However, the proposed tightening of entry standards is likely to spark debate across the education sector. While proponents argue it will elevate teaching quality, critics may view it as a barrier to entry—especially for diploma holders or graduates from institutions whose qualifications may face stricter scrutiny.

A Turning Point for the Teaching Profession

If implemented, the amendments to Regulation 20 could mark one of the most consequential shifts in Kenya’s teacher recruitment framework in recent years. By redefining who qualifies to teach, TSC is effectively reshaping the future of the profession—placing greater emphasis on quality, accountability, and global competitiveness.

The outcome of the public consultation process will determine how far-reaching these changes will be, but one thing is clear: the era of relaxed entry into the teaching service is steadily being phased out.

Current Academic and Professional Requirements for Registration of Teachers

Pursuant to Article 237 (2)  of  the Kenya Constitution  2010, the Teachers  Service Commission (TSC) has a Constitutional mandate to among other functions, register qualified teachers and review the quality of  education and training of  persons entering the teaching service.

Further,  section 23  (2)  of  the Teachers Service Commission Act, 2012 provides that; “A  person shall not engage in  the teaching service unless such person is registered as a teacher under the Act”.

This requirement applies to both public and private learning institutions.

It is, therefore, notified for public information that requirements for registration as a teacher are provided for in Legal Notice No. 50 of 2016 (The Teachers Service Commission Code of Regulations for Teachers (Amendments), 2016).

Current Minimum Academic and Professional Requirements for Registration of Teachers

Before the expected review, here are the minimum requirements for registration of teachers by TSC Kenya:

Current Minimum Academic and Professional Requirements for Registration ECDE Teachers

Certificate
i.      Minimum of CPE/KCPE plus ECDE Certificate from KNEC.
ii.    Minimum mean grade D+(Plus) at KCSE and ECDE Certificate from KNEC.
iii.   Minimum mean grade D (Plain) at KCSE, KNEC proficiency certificate, ECDE Certificate from KNEC.

Diploma
i.      Mean grade C (Plain) at KCSE and ECDE Certificate from KNEC.
ii.    Mean grade C+ (Plus) and above for University Diploma.
iii.   Degree Mean grade C+ (Plus) and above

Current Minimum Academic and Professional Requirements for Registration PTE (Primary Teacher Education)

i.     Minimum grade C Plain in KCSE and above
ii.    PTE Certificate from KNEC
iii.   Mean grade of C- (minus) for visually and hearing impaired persons

Diploma in Education

i.     Minimum grade C+(  Plus) in KCSE and above and C+ (Plus)  in the two subjects specialization
ii.    At least C (Plain) in English
iii.   C (plain) in Mathematics for Science-based courses
iv.    D+(  plus) in Mathematics in non-science based courses

Diploma in Education for Visually and hearing impaired

i.     Minimum grade C (Plain) in KCSE and above.
ii.    At least C Minus  in English
iii.   C- (Minus) in Mathematics for Science based courses
iv.    D (Plain) in Mathematics in non-science based courses

Bachelor of Education

i.     Minimum mean grade C+ (plus) and above or its  equivalent
ii.    C+ (Plus) in two subjects of specialization

Bachelor of Arts/ Bachelor of Science

i.      Minimum grade C+ (Plus) in KCSE and above and C+ (Plus) in the two subjects of specialization
ii.    Post graduate Diploma in Education (PGDE)
