Members of the Departmental Committee on Education have challenged the Teachers Service Commission (TSC) to ensure that school administrators do not serve in acting capacities for many years.

Led by the committee chairperson Hon. Julius Melly ( Tinderet), the MPs who spoke during a meeting with TSC CEO Nancy Macharia expressed concern that many teachers in the country have stagnated in one position for many years.

β€œWhen a teacher serves in an acting capacity for over one year, that is a problem. It is sad that most tutors find themselves in this situation. The commission should appoint the teachers to substantive positions,” said Hon Melly.

Committee Vice Chairperson Malulu Injendi (Malava) at the session asked the TSC boss to explain why teachers who serve in acting posts do not receive remuneration for the extra roles they play.

In response, Dr Macharia admitted that the commission indeed has posted administrators in acting capacity to schools, but noted that the move has been informed by budgetary constraints.

β€œPromotions require, amongst other factors, availability of funds. The Commission has severally requested budgetary allocation from the government to fund the exercise. However, due to the prevailing economic constraints the same has not been provided,” said the CEO.

At the meeting, Ms Macharia revealed that the Commission has engaged the Salary and Remuneration Commission to approve payment of Special Duty Allowance to compensate teachers in acting capacity.
