Kenya Volleyball Federation Elections 2023- Guidelines, Requirements

KENYA VOLLEYBALL FEDERATION (KVF) NATIONAL ELECTIONS 2023 GUIDELINES AND REGULATIONS FOR NOMINATION AND ELECTIONS.

1.All candidates, proposers and seconders must be fully paid up Members of KVF in good administrative standing. (Outgoing National officials – 4,000/=. All others – 1,000/=).

2. Candidates for National Executive positions are responsible for the delivery of their Nomination Forms to the KVF National Secretariat Office at Riadha House Room 19 together with all the requisite attachments. Deadline – 22nd. April 2023 at 3 p.m.

4. Candidates will come with a triplicate set of the forms which will be signed, stamped and:

a) 1 (One) copy returned to the Candidate as proof of delivery.

b) 2nd copy will be for the Returning officer

c) The 3rd Copy will be filed and retained at the KVF Office for Records

5. All Candidates must produce proof of CURRENT Compliance to Chapter 6 of the Kenya Constitution and attach valid copies of compliance to their nomination Form.

These are copies of current: –

a. Police Clearance

b. Ethics and Anti-corruption Certificate

c. CRB Clearance Certificate

d. HELB Clearance Certificate

e. KRA PIN and KRA Tax Clearance Certificate.

6. The National Elections will be held on Saturday 29th April 2023 at a venue in Nairobi that will be specified in the Quadra-Annual Elective AGM notice to be circulated by the KVF Secretary-General

7. For National positions, proof of payment of kshs. 10,000/= to be deposited into the Federation Account shall be attached to the Nomination forms.

8. No nomination shall be valid or received without accompanying nomination fee to KVF Account Number 110 899 4210 KCB KenCom House Branch. Or (Via M-Pesa: Playbill No.522522, ACCOUNT: 110 899 4210) Attach copy of payment slip/M-Pesa Message to all forms.

9. For National Elections, a law firm to be appointed the Returning Agency and Presiding Officers assisted by the Panel of 5 Observers in line with the Sports Acts 2013.

10. The ELECTION OF KVF NATIONAL OFFICE shall be as indicated in the Elective Quadra- Annual General Meeting Agenda.

11. The following Members are eligible to participate, and Vote in the National Quadra-Annual Elective General Meeting and Elections as stipulated in the notice sent out by the Secretary General:

A. All National League Teams Registered with sports registrar, duly, affiliated, subscribed with KVF as well as meeting the participation threshold for the last two season – 3 Votes each.

B. Three (3) Delegates from each of the following duly Registered with Sports Registrar and affiliated with KVF:

Kenya Primary Schools Sports Association (KPSSA),

Kenya Secondary Schools Sports Association (KSSA),

Kenya Universities Sports Federation

(KUSF).

C. Three (3) delegates from Prisons branch affiliated with KVF and registered with registrar of sports.

D. Branches Fully Registered with Registrar of sports: 3 delegates each.

E. Three (3) Delegates elected by Ordinary Members before the AGM

F. All outgoing Members of the National Executive Committee

(NOTE: for 11 A to E the list of delegates and alternate shall be submitted to secretariat together with certificate of registration from Registrar of sports 7 days prior to the AGM)

12. The following positions shall be Contested for at National Level in line with Article 20 of the KVF Constitution: –

1. President

2. Deputy President

3. Vice President

4. Vice President Gender in Minority

5. Secretary-General

6. Deputy Secretary-General

7. Treasurer

8. Deputy Treasurer

9. National Sports Organising Secretary

10. Deputy National Sports Organising Secretary

11. Three (3) National Executive Committee Members

14. one (1) Male Athletes’ Representative

15. one (1) Female Athletes Representative

ELECTIONS OF ATHLETES:

The list of athlete’s nominees shall be submitted not later than 14 days before electoral Annual General meeting in line with chapter 4 article 4.2.7.11

In case the election does not realise One-third membership from either of the 2 Genders, the AGM shall proceed to propose and elect members to meet the One-third Threshold for the Gender-in-Minority in conformity with both the Sports Act 2013 and The KVF Constitution.

13. All Voting shall be by Secret ballot.

14. Voting by Proxy is not allowed

15. In event of only one candidate being nominated, the candidate shall be declared elected un-opposed.

16. In the event of a tie between the top 2 or more candidates, another ballot shall be run between the tying candidates. If the tie persists, the newly elected President shall exercise a casting Vote.

In case of the position of President, the election shall be repeated until the tie is broken.

17. Election results shall be announced immediately, and the results and report lodged with the Registrar of Sports, NOCK, KNSC, Ministry of Sports and CAVB and FIVB within Seven (7) days.

18. The observer Panels at National level shall consist of 5 Members appointed by the outgoing NEC in line with the KVF constitution. These shall include appointed representatives of The Registrar of Sports, Ministry of sports, NOCK, KNSC and one more representative from a Respected and mutually accepted National Sports Organization representatives.

19. All Logistics for National Elections shall be put in place by NEC. casting Vote.

In case of the position of President, the election shall be repeated until the tie is broken.

17. Election results shall be announced immediately, and the results and report lodged with the Registrar of Sports, NOCK, KNSC, Ministry of Sports and CAVB and FIVB within Seven

(7) days.

18. The observer Panels at National level shall consist of 5 Members appointed by the outgoing NEC in line with the KVF constitution. These shall include appointed representatives of The Registrar of Sports, Ministry of sports, NOCK, KNSC and one more representative from a Respected and mutually accepted National Sports Organization representatives.

19. All Logistics for National Elections shall be put in place by NEC.

20. All processes and procedures shall be in line with the Sports Acts 2013, Registrar’s Regulations, KVF Constitution and Kenya Constitution.

21. Approved delegates in line with these guidelines are expected to appoint their respective alternate and deposited to KVF secretariat seven 7 days prior to the AGM date.

22. All appeals to be lodged with the NEC Secretary-General and the returning presiding officer within Three (3) days after National Elections.
