Teachers Service Commission, TSC and Stake holders; Education Sector’s Key stake holders

The Teachers Service Commission, TSC, collaborates with a number of stake holders. These include individuals, organizations and government agencies. The stake holders play a key role in aiding TSC to achieve her mandate.

Here is a full list of stakeholders who work closely with TSC;

Learners in both primary and post primary institutions

Learners in all public learning institutions ( primary, secondary schools and tertiary learning institutions) play a vital role in enabling the commission to execute her mandate.

What TSC offers Learners

Secretariat staff

What the Secretariat Staff requires from TSC

  •  Adherence to the spirit of Chapter 6 of the Constitution and the related statutory provisions (Act, COCE & the administrative circulars on public service).

Ministry of Education, MOE

MOE expectations from TSC

  •  Support in administrative initiatives towards the realization of quality teaching.

The National Treasury

Finance is the back-bone of the Commission’s operations. Funds from the ministry help TSC in not only remunerating her employees, but also for smooth day-to-day operations.

What the National Treasury expects from TSC

  •  Effective management of financial resources in accordance with PFM Act
  •  Effective management of all the Government asset in its custody.

TSC requirements from the National Treasury.

  •  Provision of adequate budgetary support for PE, O&M and development for TSC programmes in accordance with the MTEF.
  •  Timely release of the allocated funds.
  •  A continuous engagement on emerging financial gaps that may arise from time to time.

The National Assembly

This includes both the Senate and National Parliament.

This is what the National Assembly requires from TSC

  •  Accountability and efficient use of resources including the teaching resource.

Kenya National Examinations Council (KNEC)

What KNEC expects from TSC

  •  Help in the enforcement on National exam regulations
  •  Help in the standards and quality control in setting national exams.
  •  Stakeholder consultations and feedback.

What TSC wants KNEC to accomplish

  •  Proper and efficient framework for National examination management.
  •  To investigate/ facilitate investigation of examination irregularities involving teachers.

  •  To ensure the examination set conform to the curriculum implemented by teachers.

The Private Sector

What the private sector expects from TSC

  •  Undertake efficient teaching service to ultimately realize a competent labour force to serve the different sectors

Teacher Training Institutions

Teacher Training Institutions include universities and Teachers Training Colleges (TTCs).

What they require from TSC

  • Set entry standards to teaching service
  • Co-opt them in the development and implementation TPD programs where necessary

  •  Adherence to required standards and relevant curricula in pre-service
    teacher training.

    Professional Associations

Parents and Boards of management

These are parents’ bodies and school management committees.

Their requirements from TSC

  •  Provision of adequate qualified teachers
  •  Uninterrupted Quality curriculum delivery
  •  Involvement in decision making and feedback

What TSC expects from these Committees

  •  Ensure that all school going children are enrolled in school
  •  Participation of the parent in school programme and physical development

Sponsors

These include any organizations or individual who support the education system; in whichever manner.

What sponsors expect from TSC

  •  Provide chaplains to schools with such facilities
  •  Consider their preferences of the sponsor in appointment of institutional heads.
  •  Provide adequate teaching staff to the sponsored schools

What TSC expects from Sponsors

  •  To maintain religious traditions and moral values in sponsored institutions.
  •  To support school projects and academic programmes.
